Really well done with smooth controls, I did find a bug though, the "boss" ship, the white pointy triangle with a health bar that can raise a shield, well the second time it did that it collided with me and we became stuck together, neither can move, i can fire still but as it's not connecting it's not damaging the enemy ship, but the blue forcefield on the enemy craft is not going away either, we are stuck in a loop.
Other than that, very nice.
The fact that the enemy has 360 degrees of rotation to fire at you while you can do nothing but point forward and shoot leaves you at a massive disadvantage. If the enemy could move in the same fashion you do and only fire forward as well it'd level the playing field somewhat.
Also, the interface for the shop takes up more space than the area the game does, but the text is tiny and quite hard to read. Maybe redesign it so it is a little more legible.
Other than that, good effort, hopefully you can balance this out a bit more. Peace.
A couple of tips...
You shouldn't have to put in the description that the flash file takes a while to load, there are preloaders available on NG that you can simply drag and drop onto the first frame of your flash file that will let everyone know how long they have to wait before the file is loaded.
Also, your buttons are a little annoying, only the actual text is clickable, this is a little frustrating to navigate with, Stamper wrote a good little tutorial on fixing this, you should read it:

I've added the preloader, but why do you think I made such a big window? To have big text! I know that tut, it's easy to do that, but really, they are some cm long!

Looks nice but...
The fact that your characters spear is constantly moving left to right with no control from the user is annoying, the player should have control over that.
A fantastic chill out game
I have no idea what the point of all this is, but i'm feeling so relaxed i just don't care.
However i found a bug:
The P1 character would no longer respond to any input after the fourth "attack", the control were asking for the correct response to "%u3092", i hit "wo" repeatedly with no luck, P1 would do nothing further .
P2 responded fine to all commands, but %u3092 never came up.
Other than that slight bug i think this is a really good idea, and a fun way to practice your hiragana.

I'm usually happy to get a gotoAndPlay bit of actionscript to work. Way to raise the bar so high i can't even see it anymore!
Seriously though, this is some nice work, with a bit of collision detection so you're not flying through walls you could have the start of some fun games. I tip my hat to you sir.
Fun with a nice art style
I like the look of this game, but you might want to look into a little bug i found.
On my third cast i tried for a power shot, with my aim straight up, i used the rocket pretty early, since then my bait has been soaring through the clouds collecting tons of money off of birds in the sky, as of writing this my bait has currently collected 30500 in money and travelled over 45829 meters, and shows no sign of slowing, i havent hit the water yet and dont think i could face even trying to drag that back to the start!
Still, really nice game, just a little too easy to make cash.
Now at 34200 cash and 50798 meters... :P
I am in love with your art style, this is fantastic, did you do all the code yourself? I'm impressed if you did, i can draw alright, but complex actionscript code like what must be used to run this game is beyond me.
Love the old school feel
This reminds me of the classic game i played on my ZX Spectrum back in the day, Head Over Heels (1987 represent), due to the cooperation required to advance through the levels. Wonderfully smooth sprite animation and a great art style. I'm a fan.
